Colleen Harkins Carter is a native of Washington, DC, Bethesda, MD and Annapolis Maryland, and is well versed with about every neighborhood in between. She graduated from University of Maryland and went on to work in public relations and marketing in the Cable Television and media industry, and then as a multi-cultural communications expert at the World Bank in Washington, DC. Her companies include ProPR and Hark Media, LLC.

Colleen is a leader in the Georgetown Women’s Bible Study and the mother/stepmom to 5 young adults; 3 of which who are in University at Tulane and University of South Carolina. Her volunteer activities include the Washington Capitol Boys & Girls Clubs, Hillwood Museum and The New York Center for Children. Her hobbies include painting, reading and traveling.
